This is invaribly caused by the 'play safe' syndrome which afflicts so many of us. Tone is the degree of darkness of the colour and in this case, the darker tones. The timid apply a weak wash of colour, feeling that they can always darken it later if necessary. Inevitably on drying, the tone is not dark enough and so another coat of paint is applied. This process often occurs three or even four times over the same part of the painting, resulting the either muddy paint or weak tone. So try to get it right first time by being bold. One tip is to try it on a piece of scrap paper before committing yourself to the real thing.
